Living wage in Moscow by quarter 2019 - 2020
The cost of living is the cost expression of the consumer basket, determined for each region of Russia and for the Russian Federation as a whole on a quarterly basis. It is established separately in each region (annually).
According to Article 2. 134-FZ, the cost of living in the Russian Federation as a whole
at the federal level intended for:
- assessing the standard of living of the population of the Russian Federation in the development and implementation of social policy and federal social programs;
- justification for the minimum wage established at the federal level;
- determining the amounts of scholarships, benefits and other social benefits established at the federal level;
- formation of the federal budget.
at the regional level, in the constituent entities of the Russian Federation is intended for:
- assessing the standard of living of the population of the corresponding constituent entity of the Russian Federation when developing and implementation of regional social programs;
- providing the necessary state social assistance to low-income citizens;
- formation of budgets of constituent entities of the Russian Federation.

The cost of living in Moscow for the 1st quarter of 2019 (current) is established by Decree of the Moscow Government dated June 11, 2019 No. 672-PP.
The cost of living for the main socio-demographic groups of the population was, rubles:
- per capita - 16957;
- for the working population - 19351;
- for children - 14647;
- For pensioners, the minimum subsistence level is 12,005.
Compared to the 4th quarter of 2018, increased, rub.:
- per capita +870 (+5.13%);
- for able-bodied people +975 (+5.04%);
- for pensioners +581 (+4.84%);
- for children +900 (+6.14%);
The cost of living is calculated based on 2018.
The cost of living for the 2nd quarter of 2019 in Moscow is expected in the second half of September 2019.
Who belongs to which socio-demographic group?
To calculate the subsistence level of a family, the belonging of each of its members to one of the main socio-demographic groups of the population is determined:
- able-bodied citizens - men aged from 16 to 59 years inclusive and women aged from 16 to 54 years inclusive, with the exception of non-working disabled people of groups I and II of this age;
- pensioners - men who have reached the age of 60 and women who have reached the age of 55, as well as persons receiving a disability pension;
- children aged 0 - 15 years.
Belonging to a socio-demographic group is not affected by the fact of study, work (except for disabled people of groups I and II), or the birth of a child among minors. A disabled child, until the day he turns 16, belongs to the socio-demographic group “children”, and from 16 years until the day he turns 18, he belongs to the “pensioners”.
Recipients of pensions under the age of 55 and 60 years (women and men, respectively), who are not non-working disabled people of groups I and II, belong to the socio-demographic group “able-bodied citizens”, regardless of whether they work or not.
Minimum pension in Moscow
The living wage for a pensioner in Moscow (for calculating the minimum social pension) for 2019 is set at 12,115.00 rubles, Moscow Law No. 22 of October 31, 2018.

The official cost of living in Moscow in the 4th quarter of 2017 was approved by Decree of the Moscow Government of March 13, 2018 No. 176-PP.

Thus, the minimum cost of living in Moscow in 2017 for the 4th quarter for various groups of the population was:
- the basic cost of living in Moscow per capita in 2017 (Q4) – 15,397 rubles;
- the approved living wage for the working population of Moscow in 2017 (Q4) – 17,560 rubles;
- official cost of living for a Moscow pensioner in 2017 (Q4) – 10,929 rubles;
- the cost of living for a child in Moscow for 2017 (Q4) is 13,300 rubles.
What has changed
Let us note that the cost of living per person in Moscow in 2017 increased by 305 rubles in the 4th quarter. This is compared with the last quarter of 2016.
But the most noticeable jump in the cost of living in Moscow in 2017 was in the 4th quarter for able-bodied residents. It became 341 rubles more than in 2016.
If we talk about other categories, then the cost of living in Moscow in 2017 for the 4th quarter also increased for them. Thus, a pensioner needs 214 rubles more, and children – 311 more than in 2016.
As such, a revision of the cost of living in Moscow occurs every quarter. Its traditional growth means that life is becoming more difficult (not cheaper), and the state has to spend more on the social sphere to support vulnerable segments of the population.
Why do we need a living wage?
It is extremely important to know what the cost of living is in Moscow for 2017 for the 4th quarter. After all, this is not just an abstract economic value, but a real assessment of the so-called consumer basket. The law includes the following items:
- non-food products;
- mandatory payments and fees to the budget.
As a result, the official cost of living in Moscow in 2017 signals what benefits will be received by categories of residents in need. Namely, it is taken into account when calculating:
- additional benefits for the birth of children;
- monthly benefits for children;
- one-time financial assistance to persons who find themselves in difficult life situations.
Also, the average cost of living in Moscow in 2017 depends on:
- student's right to a social scholarship;
- registration for amendment of living conditions;
- providing free legal support;
- calculation of subsidies for housing and communal services.
Please note that Moscow charges the cost of living for subsidies for 2017 not in the fourth, but in the second quarter of 2017. The figure for the first quarter of 2018 will not be clear yet.
