Benefits for veterans of military service: who is awarded, their list, how to obtain, necessary documents. Veterans of military service Social protection measures for veterans of military service

People who have devoted part of their lives to defending the Fatherland are granted various social privileges at the state level. The set of preferences depends on the person’s contribution, his length of service and health status. Benefits and allowances for veterans of military service are subject to annual indexation in accordance with the rate of inflation.

To obtain the status of a military veteran, you must belong to one of the categories of citizens:

  • Russian;
  • stateless person;
  • foreigner.

For the last two groups, the rule regarding the need for permanent residence on the territory of the Russian Federation applies.

Legislative regulation

The basic document regulating the situation of military personnel in Russia and their rights to social security is the Federal Law “On Veterans” . According to the normative act, the categories of citizens who are entitled to special preferences include:

  1. Military personnel who served in the troops of the USSR, Russian Federation or CIS;
  2. Persons who received special awards for merit by decree of the President of Russia.

Thus, the list of citizens entitled to count on state support wide enough.

Procedure for obtaining a title

To gain access to all benefits and allowances, a citizen must have a veteran's ID. Only if it is available is it permissible to register privileges. Let's look at how to get this card and what steps need to be taken.

Who can be recognized as a veteran?

In accordance with the law, a military man with more than twenty years of service, as well as those who have certain services to the Fatherland, can become a veteran. They are expressed in the form of rewards. The main ones include:

  • order or medal of the Soviet Union or the Russian Federation;
  • an honorary title or certificate signed by the President;
  • gratitude from higher authorities;
  • awards issued by the department.

Note! Veterans are also recognized as disabled people who received an injury or illness during their service.

Awarding the title of veteran

The federal law describes in detail the cycle of actions to obtain a special military rank. It consists of the following steps:

  1. The serviceman submits a petition to assign him the status of a veteran, attaching documentation confirming this right;
  2. The package of materials is sent to the personnel structure of the pension department within twenty-one days;
  3. Authority employees analyze the documentation and make a decision.

The title is assigned by the competent executive authorities.

Attention! If the decision is positive, a veteran’s certificate is issued, and if it is negative, a reasoned answer is issued.

Decision on granting or denying the title of veteran

If a person meets all the criteria and has also submitted a complete package of documents, then the refusal to assign the title will be unlawful.

Let us note that if the authorized bodies did not give consent, then when returning the materials they provide arguments as to why the status was not assigned. Based on this paper, citizens can either make adjustments and resubmit the application, or appeal to a higher authority to appeal the decision.

Preferences and benefits for service veterans

Having received a certificate of a military veteran, you should go to the territorial department social protection population. It is this department that is responsible for assigning benefits and allowances to special categories of citizens.

Note that the list of privileges may differ depending on the subject, since many social programs are implemented by regional authorities, and not by the center.

Healthy! You can get information about all available benefits and allowances on the official website of the executive branch of the subject.

Tax benefits for veterans

One of the responsibilities of Russian citizens is to pay taxes and fees. Along with this, the state is meeting halfway needs of people in difficult situations. life situation, as well as those who have served the Fatherland. Tax deductions and benefits are provided for them. Let's consider what preferences a military service veteran is entitled to count on.

For transport

Benefits for transport registered in the name of a citizen are determined by regional authorities. In most regions, veterans are exempt from paying the contribution for one vehicle for personal use. That is, the rule does not apply to movable property used for commercial purposes.

For property of individuals

A veteran is exempt from paying property tax if it meets two criteria:

  • the cost of the object does not exceed three hundred million rubles;
  • the item is not used for profit.

Other tax benefits

The federal authorities have adopted a bill that reduces the amount of land tax for veterans. We are talking about plots registered in the name of a military man. The discount amount is ten thousand rubles.

Note that for the described category of citizens there is also a minimum tax deduction equal to five hundred rubles. It is provided every tax period.

In addition to this, the following income will not be subject to personal income tax:

  1. State assistance in the form of benefits;
  2. Donated property.

Important to know! Veterans of military service are exempt from paying state fees when filing an application with the court. However, the amount of the claim should not exceed one million rubles.

Providing housing and benefits for housing and communal services

Every year, funds are allocated from the federal budget to improve the living conditions of veterans. If an apartment or house has been declared unfit for living or the number of square meters per person is below the accepted norm, then the region is obliged to either carry out repairs or provide new housing.

As for housing and communal services, military veterans have the right to receive a fifty percent discount on the following areas:

  • major and current repairs;
  • object content;
  • home management.

The benefit is provided in the form of compensation payments upon transfer of funds.

Social benefits

The state tries to provide comprehensive assistance to military veterans. In addition to standard programs offered to other categories of citizens, former military personnel have the right to request:

  • extraordinary service in social institutions;
  • installation of a home landline telephone;
  • obtaining vouchers to a sanatorium.

Also, if desired, a person has the right to become a member of an NPO; candidates with social benefits are considered out of turn.

Directions

In most regions of Russia, and in particular in Moscow, veterans are given the opportunity to use public transport free of charge using a social card. The benefit does not apply to commercial minibuses and taxis.

Also, if a citizen is given a free trip to a sanatorium, then the state pays for the trip to the place.

Healthy! Suburban electric trains belong to the category of public transport.

Medical care and medications

An important feature in providing medical care is that veterans have the right to be served in those institutions where they were treated during their service. They are also provided with free prosthetics, except dentures.

Extraordinary assistance is provided for certain groups of citizens. As for medications, they are given in full as prescribed by doctors.

Financial support

When a veteran reaches retirement age a special supplement to the basic benefit is provided. Its size is determined by regional authorities. In most regions the amount does not exceed a thousand rubles.

To receive payment, you must contact the territorial department Pension Fund with a standard package of documents. The key material when submitting an application is your veteran's identification card.

Tax compensation

According to Government Decree No. of 1993, veterans of military service have the right to receive compensation for land and property taxes. The rule applies to the following categories of dismissed citizens:

  • reaching the maximum permissible age;
  • length of service;
  • staff reduction;
  • illness or injury.

To receive compensation, you must contact the tax office at your place of registration.

Attention! The package of documents when submitting an application includes: passport, information about the paid contribution, and a veteran’s certificate.

Regional features

As noted above, social privileges vary depending on the region of residence. This is due to the fact that the center delegates the authority to create benefits to the subjects. They, in turn, make decisions about the distribution of funds depending on demographic indicators.

Moscow

In the capital there is a list of programs to assist veterans. The main areas of regional support include:

  • payment of benefits;
  • providing additional financial incentives;
  • allocation of residential premises or carrying out repair work;
  • extensive medical care.

Important to know! Since 2004, all veterans registered in Moscow have been given an additional payment. Today it is equal to a thousand rubles a month.

Saint Petersburg

As for the second large city of Russia - St. Petersburg, veterans - residents of the Northern capital have the right to count on the following preferences:

  1. EDV in a fixed and annually indexed amount;
  2. Discount on utility bills - fifty percent;
  3. Transport benefits - for travel on public transport in the city and suburban electric trains during the summer season;
  4. Exemption from some taxes, in particular from transport.

Note that the latest benefit applies only to small cars older than 1990.

Peculiarities

An important feature of the assignment of social preferences is their regional nature. That is, the authorities of the subject themselves decide to grant certain privileges. In a number of regions with small budgets, veterans receive only federal assistance.

We also note that, for example, a discount on housing and communal services is given only for one piece of real estate, and there are restrictions on the cost of the apartment.

Not all categories of military personnel, even those with length of service, have the right to become veterans. It is important that a person receives some kind of state award. But her level doesn’t matter. IN in this case both the honorary title and the medal provide equal social preferences.

Registration of privileges

To gain access to the entire list of benefits and payments, you must first obtain a veteran’s ID. If you have this document, it is permissible to contact the territorial department of social protection of the population at the place of registration of the citizen.

Where to go

To obtain a certificate, you should contact the pension department at your place of service. . Employees of the institution will transfer the documents to the Ministry of Defense or other department to which the applicant belonged.

Internal view of a military veteran's ID card

Important to know! The decision to assign or refuse status is made within thirty days.

What documents are required to obtain a veteran's certificate?

In order for the package of materials to be reviewed and a positive decision made, it is necessary to correctly draw up a report and attach all materials to it. The papers submitted for consideration include:

  • copies of passport and military ID;
  • a document confirming the right to status, for example, an order book or an extract from a personal file with a corresponding note about awards.

If the basis for obtaining the title is disability, then a certificate from the ITU is required indicating the reasons for the onset of illness or injury.

Reasons for refusal

The title of veteran may be refused in cases where the candidate does not fit any of the categories specified in the law “on veterans.” For example, a person was awarded a medal, but his service life was less than twenty years.

As for refusals to provide benefits to those who have a certificate, this is only permissible with an early application for the payment due upon reaching retirement age.

Veterans of military service are a special category of citizens. On the one hand, these can be absolutely healthy able-bodied people, on the other hand, disabled people of the first group. In both cases, they have the right to count on preferences from the state. The main condition for receiving benefits and privileges is the presence of merit to the Fatherland, as well as a period of service of more than twenty years. The full list of privileges for this category of citizens is determined by the authorities of the constituent entities.

Persons undergoing or who have already completed military service are entitled to a number of compensation measures. However, they can be used if the applicant meets the criteria established by law. We’ll talk further about what benefits are available to military veterans in 2019 in Russia and how to apply for them.

Regulatory framework governing benefits for military personnel

Russian legislation is quite dynamic, especially in matters of providing social assistance to the population. Therefore, in order to keep abreast of the latest changes, it is better to always turn to the primary sources, which are the following legal acts:

  1. Federal Law “On Veterans”;
  2. Federal Law “On the status of military personnel”;
  3. Tax Code of the Russian Federation;
  4. Decree of the President of the Russian Federation of May 19, 1995 No. 501.
  5. Decree of the Government of the Russian Federation of April 27, 1995 No. 423.
  6. Decree of the Government of the Russian Federation of July 17, 1995 No. 710.
  7. Resolution of the Council of Ministers - Government of the Russian Federation of September 22, 1993 No. 941.

A wide range of benefits is additionally introduced by regional legislation. You can find out what benefits are available at the local level when you visit the administration of your city or online on its website, if there is one.

Who can become a military veteran?

According to Article 5 of the Federal Law “On Veterans”, a military personnel can become one:

1. Having served in certain military structures:

  • USSR Armed Forces;
  • RF Armed Forces;
  • Bodies and formations that provide for military service (these include the Armed Forces, the Ministry of Internal Affairs, the Ministry of Emergency Situations, the FSB, the SVR, the Railway Troops, the FSO, the Border Service, the Special Construction Service, FAPSI, the Russian Guard);
  • United Armed Forces of the States - CIS.

2. Having insignia:

  • order;
  • medal;
  • honorary title of the USSR or the Russian Federation;
  • a certificate of honor or gratitude from the President of the Russian Federation;
  • departmental insignia.

3. Having military experience - from 20 years. Grace periods do not count towards this.

4. Became disabled during service due to:

  • injuries;
  • contusions;
  • mutilation;
  • diseases.

Pay attention! In itself, a wound, mutilation, or concussion that does not lead to disability is not a basis for conferring the status of a veteran of military service.

If disability has been established, the military man can enjoy benefits even in the absence of insignia and 20 years of service.

5. There must be retirement. Active military personnel are not entitled to receive this status.

Example. Actual military experience Savenko N.I. is 19 calendar years, and the formal one is 20 years and 6 months, since in 2001 he performed military duty in the Far North. Having applied to the military commissariat with a report on conferring the status of an Armed Forces veteran, I was refused. The reason is that the basis for its assignment is the actual length of military service, and not the formal one. Therefore Savenko N.I. One more year was not enough to reach 20 years of experience.

What is a Veteran's Service Medal?

There is no such medal. There is a Medal “Veteran of the Armed Forces of the Russian Federation”, on the basis of which a military serviceman (or already a former one) can be awarded a veteran of military service. However, it is the only one of its kind, which serves as the basis for assigning this status.

Military veteran certificate: how to get it and how long it is valid

To enjoy benefits, it is not enough to simply meet the above criteria. It is necessary to obtain documentary evidence of such compliance, namely a veteran's certificate.

The procedure for issuing a certificate is determined by Decree of the President of the Russian Federation of May 19, 1995 N 501 “On approval of the procedure and conditions for conferring the title “Veteran of Military Service” and is as follows:

1. Writing an application to the personnel department at the place of duty. A serviceman who is already retired must send a report on his last place of service to the personnel or pension department. You can also get its template and sample there. For example, retired military personnel apply to the military commissariat, police officers - to the pension department of the Ministry of Internal Affairs, firefighters - to the relevant department of the Ministry of Emergency Situations, etc.

Social Security does not award military veteran titles - they only serve civilians.

It is best to fill out the application together with the employee who will accept it, since each department has its own specifics.

2. Attached to the application is a package of documents. For each case it is determined individually. In general terms, the applicant must add the following documents to the report:

  • passport;
  • work book;
  • confirmation of length of service (issued by the personnel department of the agency where the military man served);
  • certificate of disability;
  • ITU confirmation of the causes of disability;
  • awards and confirmation of conferring honorary titles.

Medals and orders must be provided with the order book included.

3. Waiting for a decision from the local administration. First, the documents are sent to the local administration - no more than 3 weeks are allotted for this according to paragraph 3 of the Decree, and then officials consider the issue of assigning status within a month. In total, this entire procedure takes almost 2 months.

4. Receiving a ready-made certificate or a reasoned refusal to issue it. If the information provided turns out to be reliable, the central body of the department will prepare an order from the head on assigning the status and issue a certificate of the appropriate form. It will need to be obtained from the local administration against signature. The person issuing it will also put his signature. If there are no grounds for issuing a document, a written reasoned refusal will be sent.

The certificate is valid for an indefinite period, that is, it does not require renewal. It is also valid throughout the Russian Federation, that is, a veteran who received a certificate in Moscow can enjoy benefits based on it somewhere in Rostov or Novosibirsk.

When can I get a veteran's ID?

You can submit documents for assignment of veteran status at any time after entering the reserve/retirement. It depends on the wishes of the military pensioner himself.

Some believe that a veteran’s application and documentation should be submitted within the three-week period established by Decree of the President of the Russian Federation N 501. It is erroneous that this period is provided for military registration and enlistment offices, personnel services, etc., which accept documents from the applicant. And these services, within the specified period, must submit documents to the body that directly makes the decision on assigning the status.

What benefits are available to veterans of the armed forces in the Russian Federation?

First, let's look at the preferences that all veterans are entitled to, regardless of their place of residence in the Russian Federation. They are established by federal acts and are formalized in the competent structures, each separately. There is no single body where it would be possible to register benefits for veterans of the Russian Armed Forces.

Tax benefits

They are established by the Tax Code and additional acts and are reduced to the following:

  1. Complete exemption from paying state fees in the courts. Veterans use this right when appealing to the Supreme Court, courts of general jurisdiction and magistrates with property claims, the amount of claims for which does not exceed 1 million rubles (Article 333.36 of the Tax Code of the Russian Federation).
  2. Full compensation of paid amounts of land tax and property tax for individuals ( Resolution of October 22, 1993 N 941). You can receive funds back from the territorial pension authority by providing a notification of tax payment and supporting payment documents.
  3. Benefits, payments and subsidies received by a veteran are not subject to personal income tax.
  4. Absolute exemption from property tax. Applies to property that is not used for profit (Article 407 of the Tax Code of the Russian Federation). It is established in relation to only one object of taxation at the choice of the veteran, namely in relation to:
    • apartments or rooms;
    • house or part thereof;
    • utility premises;
    • ateliers, creative workshops, galleries, etc.;
    • garages or parking spaces.

To take advantage of the benefit, you must write an application to the tax authority and provide documents justifying the use of the benefit. It is also necessary to send a notification about the selected tax objects before November 1 of the current tax period.

Tax benefits after the death of a military veteran will be available to his widow/widower until they remarry.

Labor benefits

A veteran can choose the most convenient time for annual leave at his own discretion. As shown judicial practice, this right is absolute, that is, it does not depend on whether the vacation schedule has already been drawn up or not, and whether there is a veteran on this schedule at all. That is, judicial practice emphasizes the unilateral nature of the employee’s right to change the time of use of his vacation.

Medical benefits

  1. The right to go to any public hospital for free medical care. That is, a veteran can be treated free of charge by any doctor working in a government institution, only upon presentation of a certificate. We are talking about examination, diagnosis, making a diagnosis, issuing a prescription, and carrying out medical procedures.
    If you are served in a private center, check whether they provide similar benefits. Some commercial organizations stipulate in their internal regulations the possibility of providing medical care on preferential terms. But this is their right, not their obligation.
  2. The right to free examination in public hospitals and clinics. We are talking about a study using special medical equipment - ultrasound, MRI, etc. No additional documents other than an identification card are needed to receive the benefit.
  3. Purchase of prosthetics or prosthetic and orthopedic goods and their repair at the expense of the state. This applies to both dentures and other parts of the body. But only if the prostheses are not made of metal-ceramics or precious metals - the state is not ready to bear such expenses. In this case, the installation of prostheses, that is, the operation itself, is paid for by the veteran at his own expense (unless otherwise provided at the regional level).

To take advantage of the benefit, you need to contact social security or the administration at your place of residence.

Benefits for housing and communal services

There is a lot of controversy surrounding the provision of this type of benefit in practice. The fact is that in Article 23.2 of Federal Law No. 5, military service veterans are not directly mentioned in the list of persons who are entitled to a discount on housing and communal services. But it lists other military personnel - combat veterans, veterans and participants of the Second World War, etc.

Due to the fact that such a benefit is not prescribed at the federal legislative level, conflicts arise in local social protection authorities. Especially if such preferences are not duplicated in a local law or other act. Veteran applicants are denied benefits and then go to court.

The courts side with military veterans, so they make decisions to provide benefits for housing and communal services.

A discount on utility bills is provided monthly in the amount of 50% of the amount indicated on the receipt. Veterans receive it in the form of compensation, that is, after the fact - after they have paid the full amount of housing and communal services. The funds go to the veteran's account.

Social benefits

  1. Reimbursement for veteran's funeral expenses. According to Article 24 of the Federal Law “On Veterans”, this includes the costs of transporting the body, its burial or cremation, as well as the installation of a tombstone. The burial is carried out taking into account the wishes of relatives, if any, in a solemn atmosphere with military honors.
    Relatives must contact the local social security authority or city/district administration to take advantage of the benefit.
  2. EDV payment. It stands for a single cash payment and differs in size in each region, since it is paid from the local budget and depends on the cost of living in the region.
  3. Receiving a housing subsidy. Regulated by Article 23.2 of Federal Law No. 5. However, to obtain it, it is not enough to have the appropriate certificate. It is necessary that the veteran be recognized as in need of housing in the prescribed manner. His candidacy must be included in the “queue”, which is maintained by the local executive authority (usually the housing department of the administration). However, the state allocates certain quotas, which means that not everyone receives a housing subsidy. It is paid on a first-come, first-served basis, that is, those who got in line first get it first. The subsidy has a specific purpose and is aimed at purchasing an apartment, house or part of a house.

Benefits for military veterans by region

Each region has its own “set” of benefits for military veterans. They complement the federal benefits listed above and are used in conjunction with it. Veterans may be provided financial assistance, the size of which may change every year, discounts on the use of local transport services and other preferences. As an example, let’s take several densely populated regions and compare the benefits available in them.

In Moscow

  1. Ride around the city for free on any transport except minibuses and taxis.
  2. Ride free commuter trains.
  3. Not only receive dentures for free, but also have them repaired.
  4. Receive monthly compensation for telephone payments - 250 rubles.
  5. For a monthly city cash payment in a fixed amount of 200 rubles, excluding indexation.
  6. If there are medical indications, receive free vouchers for sanatorium-resort treatment through social security authorities and compensation for travel expenses back and forth by train to the place of treatment.

In 2019, an additional allowance of 1,000 rubles will be paid from the capital budget to the standard monthly allowance for military veterans.

But there is no transport tax benefit for them, unlike WWII and combat veterans. The tax is not paid only for a car with an engine up to 70 hp, but this rule applies not only to military veterans, but to all owners of low-power cars.

In the Moscow region

Benefits are established by the Law of the Moscow Region dated March 23, 2006 N 36/2006-OZ and are as follows:

  1. Receiving free dentures and their repair (without installation).
  2. Free services in medical institutions of the Moscow region.
  3. Providing funds to pay for landline telephone services in the amount of 220 rubles.
  4. Payment of half the cost of rent and contribution for major repairs.
  5. Monthly compensation in the amount of 50% of the cost of housing and communal services (cold and hot water supply, sewerage, electricity supply, gas supply (including the supply of domestic gas in cylinders), heating (heat supply), solid municipal waste management). At the same time, the Law does not say anything about providing this benefit to family members of a veteran, as is provided for in other regions.
  6. Free travel on buses, trolleybuses, trams with a social card for a resident of the Moscow region.
  7. Free travel on commuter trains (except for fast and high-speed luxury trains) with a social card for a resident of the Moscow region.
  8. Discount on travel on inland water transport in the amount of 50% of the cost.

You cannot travel on water transport with a social card - a discount will be provided upon presentation of a veteran's ID.

In St. Petersburg

Each veteran of military service living in St. Petersburg and over 60 years old receives a monthly allowance of 911 rubles (including indexation for 2019). The fact of employment or receipt of income does not affect the ability to exercise this right, since this is not financial assistance, but a payment to veterans due to their preferential status.

In addition to the EDV, they are also provided with the following benefits in accordance with Article 62 of the Social Code:

  1. Payment of rent with a 50% discount.
  2. A 50% discount when paying for water supply and sewerage services, as well as electricity, gas, and heating. If a veteran heats a room with solid fuel, its supply is organized.
  3. Purchase of a monthly single discount ticket (for trams, trolleybuses, buses and metro) at a price equal to the size of the daily allowance.
  4. Travel annually from April 27 to October 31 on suburban railway transport with payment of part of the cost of a one-time trip from the local budget in the amount of 10% of the fare cost.
  5. Travel annually from April 27 to October 31 under similar conditions in commuter buses, the owners of which have entered into relevant agreements with local authorities.

Men will be able to use these benefits for military veterans after 60 years of age, that is, after reaching retirement age. Women who are endowed with this status can use them up to 60 years old - from 55 years old, but not earlier than that.

Novosibirsk

Law of the Novosibirsk region N 253-OZ “On measures social support certain categories of citizens living in the Novosibirsk region” dated December 29, 2004 does not contain a separate article devoted to benefits for military service veterans. However, this does not mean that there are no benefits at all.

The fact is that, according to Article 23 of the Federal Law of January 12, 1995 No. 5-FZ “On Veterans,” military service veterans are equal to labor veterans, and for them, Law No. 253-OZ allocates Article 5. According to its provisions, veterans of labor and military service living in this region enjoy an almost “standard” set of benefits:

  1. Receiving EDV.
  2. Manufacturing and repair of dentures.
  3. Compensation in the amount of 50% of the monthly cost of utilities.
  4. 50% discount on rent.
  5. Travel by suburban railway transport at 50% cost during periods determined by the Government of the Novosibirsk Region.
  6. Free provision of plots of land for gardening, summer cottage farming, and vegetable gardening.

In the Rostov region

In regional legislation, the status of veteran of military service = veteran of labor is also given, so the former enjoy the same benefits as the latter:

  1. Monthly cash supplement in the amount of 247 rubles.
  2. Compensation of 50% for using a landline telephone.
  3. Free trips to sanatoriums if indicated, with compensation for transportation costs.
  4. A personalized travel card that allows you to travel free of charge on public transport. And if a veteran lives in a rural area, he can also use it in intercity transport. The exception in both cases is a taxi.
  5. Paying half the fare on trains.
  6. Refund of half of the paid monthly cost of utilities and rent. In the Rostov region, unlike other regions, this benefit also applies to able-bodied family members living with a veteran.
  7. A 50% discount when purchasing fuel during the heating season, if the housing is not gasified.

Free dental prosthetics and denture repairs in public clinics - these benefits are also sponsored by local authorities from the regional budget.

Voronezh region

Law of the Voronezh Region “On social support for certain categories of citizens in the Voronezh Region” dated November 14, 2008 N 103-OZ in Art. 24 provides for this category of persons a monthly cash payment in the amount of 386 rubles.

In addition, they are given a 50% discount on rent, housing and communal services and the purchase of solid fuel.

In Krasnodar region

Law Krasnodar region“On measures of social support for certain categories of residents of the Krasnodar Territory” dated December 8, 2004 establishes the following preferences:

  1. EDV in the amount of 220 rubles.
  2. 50% compensation for rent.
    This discount can be used not only by the veteran himself and his dependents (disabled persons), but also by parents, children, and spouse who live with him.
  3. Compensation in the amount of half the monthly payment for utilities.

A number of social guarantees are provided for veterans of military service in the Russian Federation. They include payments and various benefits. Which of them will veterans be able to receive in 2016?

    At the regional level, a veteran is exempt from paying property tax, and is also given a tax deduction in the amount of 10,000 rubles for the cadastral value of a plot that is subject to land tax.

    In some regions, a decision has been made to completely abolish land taxes for veterans.

    Attention! In case of going to court, the veteran is exempt from paying state duty. However, this benefit only applies if the amount of the claim does not exceed 1 million rubles.

    Medical assistance

    According to the law, a veteran has the right to go to any clinic or hospital for free for treatment, and he does not need to pay for the services.

    To receive free services, several conditions must be met:

    • Services must be used only in government agencies;
    • You cannot go to private clinics, with the exception of those that have announced benefits for military veterans;
    • Veteran identification must be presented when receiving services.

    • After this, he draws up and submits an application to the social security authority, to which copies of receipts are attached;
    • Based on the results of consideration of the application, 50% of the amounts paid are transferred to the veteran’s current account or pension card.

    • With 20 years of experience, 1/2 of the cash payment is provided. For each subsequent year, 3% is added, but a maximum of 85%.
    • If a veteran has a mixed insurance record of 25 years, then he is assigned 1/2 of the payment and 1% for each subsequent year.

    Help! Regions can establish additional payments at their discretion. In 2019, its size is set at 600-900 rubles. To receive the payment, you must independently contact the social security authority and provide the required package of documents: passport, veteran’s ID, and other supporting documents.

    The amount of the assigned pension may be increased in the following cases:

    • While serving, a disability was acquired;
    • The service was carried out in the Far North;
    • The citizen was involved in eliminating the consequences of a nuclear accident.

    If a person is diagnosed with a disability, the following allowances apply:

    • Group 1 - 300%;
    • Group 2 - by 250%;
    • Group 3 - by 175%.

    Regional differences in the social package provided

    Currently, benefits for military veterans are established directly in the regions. Depending on the standard of living and the availability of funds in the budget, a veteran may be provided with a wide package of services and discounts, or not at all. It should be noted that in some regions such support measures are not implemented at all.

    Thus, in Moscow the following types of support are provided for this category of persons:

    • Free travel in public transport, except taxis and minibuses;
    • Free dental prosthetics without the use of expensive materials;
    • 50% discount on utility bills;
    • 50% discount on city telephone service;
    • 50% discount on commuter trains to certain destinations;
    • Supplement to pension.

    Thus, in St. Petersburg, compared to Moscow, there is no discount for military veterans on telephone communications and electric trains, but additional payments are made to members of the family in which the veteran lives.

    Help! It must be remembered that in all regions the benefit is of a declarative nature. This means that benefits will not be provided to the veteran until he himself declares his desire to receive them and provides supporting documents.

    Can an Armed Forces veteran be deprived of the right to benefits?

    The category “Armed Forces Veteran” is established by law. Thanks to the issued regulations, these people are provided with benefits and other privileges, which can be established as federal laws, and regional.

    The benefit may be canceled if the law or part of it that provided for the privileges is declared invalid. This may occur due to the entry into force of new regulations or amendments to old ones.

    In certain situations, a cash payment may stop if one of the specified conditions is met. For example, an employee’s earnings become higher than the indicator established by regulations. In such a situation, the resumption of the transfer may occur upon provision of supporting documents indicating a decrease in the amount of income.

    The abolition of benefits at the regional level occurs in a similar way - it is necessary to make amendments or invalidate the corresponding regional normative act.

    Important! If the law provides privileges for a veteran of military service, but for any reason he is denied them, the citizen has the right to defend his rights in court or contact the Prosecutor's Office.

    Conclusion

    In addition, regional legislation may introduce additional benefits. To obtain veteran status, you must prepare a package of required documents. After reviewing the application, the veteran is issued a certificate of the established form.
