Monthly cash payment upon the birth of a third child until the age of three is paid in the regions in accordance with regional legislation adopted in pursuance of Decree of the President of the Russian Federation of May 7, 2012 N 606 “On measures to implement the demographic policy of the Russian Federation” (hereinafter referred to as Decree N 606).
In accordance with Decree N 606, monthly cash payments to those in need state support large families are assigned in the amount of the subsistence minimum for children determined in the constituent entity of the Russian Federation in the case of the birth after December 31, 2012 of a third child or subsequent children until the child reaches the age of three years, and the Government is instructed to co-finance, starting in 2013, from budgetary allocations of the federal budget the expenditure obligations of regions in which there is an unfavorable demographic situation and the value of the total fertility rate below the national average.
The right to receive a monthly cash payment appears upon the birth of a third or subsequent child with Russian citizenship for Russian citizens in the Russian region of residence, provided that the average per capita family income is lower than the average per capita income in the region of residence.
The calculation of the average per capita family income is carried out in accordance with the Federal Law of 04/05/2003 N 44-FZ "On the procedure for recording income and calculating the average per capita family income and the income of a citizen living alone for recognizing them as low-income and providing them with state social assistance."
The list of types of income taken into account when calculating the average per capita family income for the provision of state social assistance to them was approved by Decree of the Government of the Russian Federation of August 20, 2003 N 512.
List of regions with low level birth rates, in respect of which federal co-financing will be provided in 2015, approved by Government Order Russian Federation dated November 3, 2014 N 2196-r. In 2015, the List was supplemented by two new Russian regions: the Republic of Crimea and the federal city of Sevastopol. For 2016, such a List was approved by Order of the Government of the Russian Federation of October 13, 2015 N 2043-r.
According to Decree N 606, co-financing of the expenditure obligations of these entities will be carried out based on the level of their estimated budgetary provision up to 90% of the required funds in 2013 with a gradual increase in the entity’s own funds to 50% by 2018.
Some regions not included in the 2013 federal list also decided to introduce such a payment to large families from January 1, 2013 from the regional budget: the republics of Khakassia, Bashkortostan, Udmurtia, Trans-Baikal Territory, Irkutsk, Sverdlovsk, Tomsk, Moscow, Novosibirsk, Tyumen and Chelyabinsk regions, St. Petersburg, Khanty-Mansiysk autonomous region- Yugra.
The appointment and payment of a monthly cash payment at the birth of a third child is carried out by the Department social protection population at the place of residence.

Starting from January 1, 2013, in addition to the regular monthly child care allowance, parents for the third and subsequent children are paid an additional monthly allowance in the amount of 7 to 16 thousand rubles. True, not all regions of Russia can count on receiving this benefit, but only where the birth rate is below the Russian average, but even there, not all parents with three children will be paid it.
What is the monthly benefit for a third child in 2017?
Only those families whose average income for each family member will be below the average income in the region of their residence will be able to receive a monthly allowance for the third child and subsequent children. This benefit will be paid until the child reaches 3 years of age. Size monthly allowance for the third child will be 8,000 rubles.
It should also be noted that the amount of 8,000 rubles is the average amount of benefits in the country and can be either less or more, depending on each specific region. Since the cost of living is revised every year, the amount of the monthly benefit will also change. For 2017, it is expected that the amount of the monthly benefit for the third child will be from 7 to 16 thousand rubles, depending on the region.
Monthly benefits for the third child will be received in 53 regions of the Russian Federation
The Government of the Russian Federation has identified the following regions of the Russian Federation in which, starting from January 1, 2013, benefits are paid for the third child and subsequent children: Moscow and the region, St. Petersburg and the region, as well as in Arkhangelsk, Belgorod, Bryansk, Vladimir, Voronezh Volgograd , Vologda, Ivanovo, Kaliningrad, Kaluga, Kemerovo Kirov Kostroma, Kursk Lipetsk Magadan, Murmansk, Nizhny Novgorod, Novgorod, Omsk, Orel, Penza, Pskov, Rostov, Ryazan, Sakhalin, Samara, Saratov, Smolensk, Tambov, Tver, Tomsk, Tula , Ulyanovsk, Yaroslavl regions. In addition, this list of regions includes several territories, namely Altai, Kamchatka, Krasnoyarsk, Krasnodar, Primorsky, Stavropol, Khabarovsk. Benefits for the third child will also be paid to families of a number of republics, namely in the Komi Republic, Kabardino-Balkaria, Karelia, Mari El, Mordovia, Chuvashia, and the Jewish Autonomous Region.
Mother (father). To do this, you must submit documents to the social security authorities at your place of registration: an application (filled out on the spot), birth certificates of children and copies thereof, mother’s passport and copies, a certificate of family composition and its copy (if family members are registered in different places, then it is provided several references), 2 photographs 3x4. The certificate is prepared within 1 month.
Having received the official status of a large family, you can apply for all benefits due to children. The third and subsequent children born since 2011 are entitled to a regional benefit. To receive this benefit, you must provide the following to the social security authorities:
- passport and its copy;
- ID card of a mother (father) with many children and a copy thereof;
- a certificate of family composition confirming the registration of all family members in the region;
- application (to be completed during the admission process).
In some regions there are restrictions on the payment of benefits, so parents must additionally provide proof of income.
Other benefits are also paid to children from large families. Benefit for each child under 18 years of age. Its amount depends on the socio-economic situation of the region, on average about 300 rubles for each child. To receive it you must provide:
- passport;
- certificate of a mother (father) with many children;
- birth certificates of children;
- certificate of family composition;
- copy savings book or the current account of a plastic card to which the benefit will be transferred;
- statement.
In addition, the mother can apply for a benefit for the newborn baby. breastfeeding or for the purchase of infant formula.
To do this, you must fill out the appropriate application form, present your passport and child’s birth certificate, a copy of your savings book or a plastic card account to which the benefit will be transferred. In some regions, a certificate from the attending physician is required regarding the need to receive additional nutrition. This benefit is paid for up to 1 year from local budget funds.

Regional benefits for the birth of the third and subsequent children are not paid in all regions. In Central federal district all subjects have adopted relevant laws on the payment of benefits. Their amount depends on the socio-economic situation of the region and corresponds living wage. It is paid from birth to three years of age.
This measure was adopted to stimulate the birth rate and is therefore used in those regions where the birth rate is low. For example, in Bashkortostan, Dagestan and a number of other regions, the demographic situation is different, therefore the procedure for paying benefits to large families is different. Not for the third, but starting from the fifth, tenth child.
It is usually possible to apply for all child benefits at the same time large family. Prepare the required number of copies of documents in advance. It is better to provide a certificate of family composition in the original for each application.
